The EU funded Assistance for Street Children Project (ASCP), implemented by the Ministry of Labour, Invalids and Social Affairs ( MOLISA) has the overall objective to restore street children's right to health, education and family care to preserve this right for children at risk. The project which started August 2004, is managed by the project office in Hanoi and offices in 10 provinces/cities.The implementation mechanisms and systems are developed and now the project is in need of a strong Social Development Specialist to assist the Project Task Force (PTF) to coordinate the implementation of project Components 3 - Fostering family reunification and social integration and Component 4 - Establishing alternative forms of care and education for those children who cannot be united with their families, support the local Social Development Specialist/Coordinator to carry out their tasks. The ASCP is therefore looking for candidate for a:Social Development Specialist
Scope of the duties Responsibilities lay within the project Components 3 - Fostering family reunification and social integration and Component 4 - Establishing alternative forms of care and education for those children who cannot be united with their families, support the local Social Development Specialist/Coordinator to carry out their tasks, take the lead in development of an efficient use of a social development fund and contribute to the project training and capacity building of stakeholders at all levels.ReportingReports to the Head of Program and works in close co-operation with the whole Project Task Force to enhance the co-ordination of all project components. The Head of Program is the direct line manager.
Tasks
• Support the development and the implementation of plans of the activities in relation to the reintegration and resettlement of the target group into the families and reintegration in society.• Analyse activities and initiate learning cross the provinces
• Advocacy in relation to improved mainstream health, education and vocational training services.
• Co-ordinate and support the local social/community workers to create opportunities and organize for the street children to resettle in their families and/or find other means to reintegrate in the society for those who can not reunite with their families.• Co-ordination of policy, practice and procedures for the social development fund and support to develop an effective management mechanism with active participation of the community including children and young people.
• Follow, analyse and monitor how the fund is used, discuss and suggest improvement with the communities.
• Give in-put to the development of the management information system (MIS) linked to the project components of this position
• Report to the management regarding the areas within the scope of this job description.• Carry out other tasks up on request from the Operations MangerSpecific tasks
• Co-ordinate with the administration to secure a smooth, flexible and efficient administration supportive to the program.
• Initiate activities to raise the visibility of the program in close co-operation with the IEC Expert.
• Work in team with all program staff to strengthen the overall objective of the projectQualifications
• A university degree or college studies in social work
• Practical experience from social work at community level in collaboration with related authorities and organizations working with children in need of special protection
• Good command in spoken English.
• A good net-worker with social and communication skills but also with ability to work independently
• Possibility to frequent travelling to the localities
• Computer skills
